As an employer, how do we handle a possible fraud situation with an employee.

Your question is so broad it is impossible to give even a general response. Any time you are dealing with decisions that may affect a person's future, including potential litigation if you handle it wrong, you should spend the money to consult with an employment law attorney to advise you how to proceed.

Properly investigate, and then take disciplinary action if justified. Consult with employment counsel if you don't know the rules and what you should be doing; no attorney is able to give you an informed opinion without knowing all the facts resulting from the investigation.
