mail tampering

where online or in person, do i report a relative that maliciouslly tampered with my mail? i recieved the tampered envelope inside a sealed envelope upon the second delivery of the same dated letter.

You should contact the US Postal Inspectors. You can do this online through the Postal Service website, www.usps.com and hit the icon for the Postal Inspectors Service at the bottom of the page.
