Can a board and care home, in coohoots with State Fund keep my son, when I am his conservator?

If by that you mean someone obtained a court order you disagree with, then yes, they can use and enforce the order. If you mean you think someone is asserting control over a person without legal right, then you could take appropriate legal action to remedy that, if you have the grounds and standing to do so. Consult with local counsel to discuss ALL the facts and issues, to see if you have any remedy.
