In California, if I reject a ccp 998 offer in writing (email) before the expiration date, can I accept it if before the deadline?

You don't need to reject it. If you simply do not respond, it will be considered rejected after the due date to accept is passed.

No. Once rejected, it is off the table and 'cancelled' unless you can talk them into reopening it. You can make your own 998 to them.
