In California, does a storage facility who uses sheet metal and screws for it's walls, which can be removed by a tenant, meet the law for providing safe storage for it's tenant?

Who told you there was one?

If they lose your property to theft or damage, you could successfully sue them, especially if you can prove their security was insufficient for the purpose.
