Legal Question in Civil Litigation in California

How does a class action law suit work or start. Regarding an Apartment Corporation that over bills adds charges, and uses unethical business practice. there are Hundreds of people who have posted the same experience I am going through now. I would like to know if it is possible to start a class action law suit against this corporation
