When someone is in ICU sedated and not able to communicate for several weeks how can a relative (spouse) get power of attorney to have financial accessibility?

You can't. Only a 'competent' person can sign POA. You'll have to seek a court order under Guardianship or Conservatorship unless they recover to 'competence'.
