Legal Question in Civil Litigation in California

Legal Question: I owe on three tickets to Riverside Superior Court that total approx $1400. The DMV will reinstate my license after payment arrangements have been made.

Instead of making a monthly payment arrangement with the court financial dept, is there a possibility - that if I go in front of the judge and offer to pay the fines off that day with cash - that the judge might lower the amount?
