Can I do anything legally
Can I legally do anything to a person supplying Alcohol to minors? Who do I talk to and what type of lawyer do I need?

Get as much evidence as you can without letting the perpetrator know you are studying him. Take down addresses, times, dates, names of children, anything you think the police would like to know about this guy. Then turn in a complete report to the police. They will thank you for it and you will feel great.

Although you can sue as the guardian ad litem for a minor under several civil statutes I can think of, typically, serving alcohol to a minor is a crime, and the police investigate and forward the case to prosecutors to file charges. As someone else mentioned, the Alcohol Beverage Commission also holds much power over a license to serve alcohol, and can revoke the business license if there are repeated violations.

If, in your jurisdiction, such behavior is against the law, contact the District Attorney's office.

You report to the police. If it is a business, then the Alcoholic Beverage Control.
