No. If they haven't answered, it's pretty simple because you don't have to "meet and confer" with the other party. Also there's no time limit for filing a motion.
If they partly answered, but you want further responses, it's a lot more complicated. You have to "meet and confer," then separately set out each contested question, the response, and why you need more information. You have to file the motion within 45 days (plus five for mailing) from the date the insufficient answers were served.
You might want to avail yourself of a law library and see if it has a book of samples.

No. If you can't resolve and obtain the responses, you'll have to research and figure out how to properly prepare the motion and supporting documents. You'll have to find Civil Procedure books for the suggested language to start with.
