Getting Motorcycle back

Person is riding around on a motorcycle without registration only name on Title is my own and this person no longer has my permission to drive motorcycle and will not give me my keys back what are my options?

Send certified return receipt letter demanding return. If it's not returned, you could report it stolen to the police.

I agree with Mr. Cohen. In some cities you may get hassled because you know who "stole" the bike, but I strongly agree with Mr. Cohen.
