Legal Question in Civil Litigation in California

I have a past due h.o.a bill and the president of the association has liend another property of mine that has nothing to do with the past due property is this legal?

It sounds fishy, but I would need to know more about the situation and review the HOA's bylaws. Is your other property in the same development? That might make a difference.

No, and you probably have a right to sue them for slander of title.

Probably not, unless the HOA obtained and recorded a judgment against you. Then, all your property is liened. Without judgment, this is 'slander of title' and legally actionable. If serious about hiring counsel to help in this, and if this is in SoCal, feel free to contact me.
