If a person is facing a civl lawsuit for monetary compensation, can property owned by his/her spouse be subject to paying for any settlement costs?

Settlements are voluntary, so what is used to pay them is up to the agreement of the parties settling the case.

Not the other spouse's separate property, unless the other spouse is also responsible for the debt, such as a community debt.
