Personal Property Lien Auto

What steps must be taken to file a lien aganist a persons classic automobile which is currently for sale. The reason for this lien is to collect documented money owed to me. This person has no other assets. This lien is to be filed in Riverside, Calif.

You can only do this if you already have a judgment against the owner or if you and he have a contract that gives you the right to put a lien on the car. Merely being someone's creditor is not enough to give you this sort of power.
