Legal Question in Civil Litigation in California

Question about claims against courts....to file a complaint against the Court (not a judge, this is an administrative issue), do I use the same complaint form as used for other public entities under the California Tort Claims Act, or is there a special form for courts. Thank you.

I would ask what kind of claim would you be filing against the court? If it is complaint then it goes to the Judicial Council and thier processes... Torts Claims acts are for torts comitted nt just a complaint
