Recovery from adverse parties

I work for an insurance company and have a question. The adverse party threw a cigarette onto the roof of our insured's property. The cigarette burned a minimal part of the wood shake roof. Due to city codes, our company could not repair the wood shake roof, but had to replace the whole roof with a composite shingle roof. Is the adverse party legally liable to reimburse our company for the cost of the complete roof as the replacement was needed as a result of their actions? Or would they just be liable to pay for the damaged area?
