unruly neighbor
My grandmother lives on an older
street with most of the residents
over the age of 50. There is a
resident on the street whose dog
runs around the community. This
man takes the law into his own
hands and harasses the other
residents so much that one lady put
her house on the market. What sort
of protection can the law bring these
residents so that this man doesn't
scare them out of the neighborhood?

All the aggrieved neighbors could sue him at once for $7500 each in small claims court.

your grandmother and the other neighbors could seek a restraining order against him prohibiting harrassment. Once the order is made, the police will then have the authority to arrest him if he continues to cause trouble.

Each neighbor can file a civil harassment restraining order. They don't have to take that kind of abuse.
