I wanted to know what is the statue of limitation is california for a civil fraud case? someone used my identity for a sallie mae loan. they stole my identity. how can i file online?

3 years for a fraud case. You don't 'file online'; you prepare whatever civil lawsuit pleadings are appropriate and necessary, file them in court, serve them on the defendant[s], and pursue the case through settlement or trial if you can. If you don't know how to do all those things effectively, hire an attorney that does.

You also can try to file criminal charges with the police.

You'll also have to try to clear and clean your credit reports.
