Legal Question in Immigration Law in California

I've got a 16 year old granddaughter who is in Mexico without a US passport. I need to know how to get her 1st US passport without her being present. It she is a USA citizen who went to Mexico without a USA passport, she needs to contact the nearest US embassy and consulate and apply for USA passport there. Of course, she needs to have a proof that she is a US citizen.
