i am an american citzen who's resided in mexico for 17yrs do not have a u.s. identification, do i need a visa to come back into the us?

No, as an American citizen, you don't need a visa to come to USA. However, you'll need a proof of your US citizenship (oral declaration is not enough), and may have to apply for a passport at the nearest US embassy or consulate.

No-get your birth certificate and apply for a US passport before returning. Go to the nearest consulate and visit US citizen services and they'll help you with it.
