if someone was brought to the u.s illegally as a baby..how can he become a u.s citizen?

He can't. He is not eligible for US citizenship whether he was brought to USA illegally as a baby, or came illegally as an adult.
This person would need to find a lawful way to become a lawful permanent resident (green card holder) first, and only then apply for US citizenship.
