Change of status from L1 to H1 and applying H4 for my spouse

I am currently on a L1 visa from Company A. Another company (B) filed me for H1 (Change of Status from L1 to H1). My wife is still on L2 visa. I have not received my H1 approval so far (June 2007). I have the EAC receipt number from USCIS.

1. When can I file/apply for H4 visa for my wife. (as I didn't do along with my L1 to H1 change of status).

2. As I have not recd my H1 approval yet, Is there any procedure to file for H4 for my wife before the approval of my H1. I have the EAC receipt number from USCIS. Will this help in filing H4 for my wife.

3. Who needs to file H4. Is it me or company B.

Please clarify my queries.

you need to file the h4 immediately with the EAC number. You can also do premium processing at the same time so both cases will be approved fast.
