Can a E-2 visa holder apply for EAD card and be hired by other companies in U.S.?

E-2 visa is for a Treaty investor who is in USA to work and manage his business/investment; he can't be employed as an employee by other companies.
He can possibly apply for a change of status to another work visa if appropriate.

No. Only E-2 spouse can apply for work permit. If you want to work for other company, you might consider a new E-2 or E-1 (if qualified), L-1, or H-1B. We suggest you to consult with an immigration attorney.
