Legal Question in Immigration Law in California

F1 Visa

My current I-20 was cancelled by my school since I had been out of status last semester. I have been reinstated in the school for the Fall Semester. My advisor said I need to go back to my home country with my NEW I-20 so as to get it stamped and it can be in SEVIS records.

1. Is it necessary to go back to the home country or can I go to any country for this purpose?

2. I have a valid student visa(not expired). Since I am in the same school do I need to get a new F1 Visa? OR will it suffice once my records have been entered into SEVIS

You may know..since July 16th of this year state department is no longer stamping the passport. You can go to Canadian or Ciudada Juarez Embassy...but what we understand they will soon stop processing third country national.
