Fiancee visa

Can a US immigrant petition for a fiancee visa? or does he have to wait until he becomes a US citizen before he can pettion his fiancee?

You need to be a US Citizen before you can file a petition for fiancee visa for your fiancee.

Either way can be done though there are logistical and tactical reasons for doing it one way or the other, depending on the details of the case.

Most people apply when the petitioner is a citizen, but in your case that might not be the best thing to do.
