Legal Question in Immigration Law in California

a friend of mine moved to the us when he was 3. his entire education was american. he just graduated nursing school and doesnt have a green card. what can he do to become legal to work in the country he grew up in?

How did he move to USA: did he come here legally on a visa, or illegally without a visa? If he came to the United States illegally, then he can't obtain a green card.

As any foreigner who wishes to become a lawful permanent resident, he needs to be petitioned by someone (a mother, a spouse, a child, etc). Also, if he came illegally, then most likely he will have to go back to his home country to apply for a visa (even if petitioned by a relative). If he is an illegal immigrant, an employer can't petition for him.
