Can a niece petition a relative in the Philippines to come to the United States?

What relative? And to come to USA with what purpose - to move permanently to USA, or to come for a short visit?

There is no family-based category for a niece to petition for an aunt or uncle to obtain a green card. If you would like to help them get a visitor visa, that is a possibility.
