Legal Question in Immigration Law in California

Problem obtaining a visa For my fiancee after INS approval of petition

I am a Naturalized USA citizen. 2 years ago, I filed and was granted a petition for a fiance from Africa.. Unfortunately, this relationship did not work out. We did not marry. She left the USA in 2 months.

Now, with a lawyer, filed another petition for another fiance from same country (my country of birth) and. This was granted. She attended the interview at the US Embassy. with photos, mails, phone records, bank info, job evidence; pay stubs, affidavit of support, Airline exit boarding pass for former fiance which showed when she left the USA, etc. She took all med tests; answered all questions but was denied visa that she failed to prove her relationship to me.

She was rescheduled to come back in 2 months. She went with more info including money transfer etc. Went to Embassy with her & waited for her outside. Still same officer denied her visa still that she still failed to prove her relation to me and that application is sent back to the INS with recommendation for possible revocation. Tried to meet with officer but was refused.

We wrote the INS in Feb. and April. Still no response. Congressman wrote the INS. Also no reply. Lawyer say we should keep on waiting. Tired of not knowing what is going on. What do I do?

I am sorry for your experience. One option is to get married and then apply for her to come in US as a permanent resident.
