what actions can I take

I am an international student who by mistake threw a cigarette butt on the roof of my homestay. prompting a fire damage just to the roof. two days later an adjuster came to estimate the damages. there was no damages inside the house. just the roof. but the estimate also included damages of a extra $3,000 for the inside, citing from rain damages. but i feel that the home had enough time to get adequate protection for the inside of the home ie a tarp. do i need to pay the isurance company the whole estimated damages including the inside. and if not what actions can i take. considering i'm here on a student visa.

I don't think you will need to pay anything - you may be an insured as a resident of the household. If not, you may have a claim made against you by the insurer. Do your parents in your native country have any insurance? What about the sponsoring organization under whose auspices you are staying? I am sure there is some kind of insurance available in this type of a situation. Let your advisor(s) handle all matters, don't do it yourself.
