Have us send letters to all of them informing them that you have identified several infringers and you intend to make them an example for the others if they don't meet your reasonable demands.

"Best" and "quickest" may be incompatible concepts. I think the answer depends heavily upon the relative strength of your case and the dollar amounts potentially involved, and to some extent upon the similarity of the claims against the 25 infringers.

The question is sort of like "What is the best way to get rid of 25 enemy emplacements?" in military science. It depends upon whether we're talking about Spartans attacking Athens or clearing the Japanese out of 25 islands in Micronesia.

If the potential damages run in the hundreds of thousands, you hire a good intellectual-property lawyer. If the potential damages run into the hundreds of millions, you hire the best IP-law firm you can find in Palo Alto, Washington or New York.
