how do i get permission from a record label to use copy written music on my You Tube video?

You'll need permission from both the record company AND the music publisher. Typically, permission is requested IN WRITING, submitted to the licensing manager at each company.
Don't be surprised, however, if they deny your request. These companies are in the business of making money from licensing music. So, unless you're prepared to offer a fee....
