Legal Question in International Law in California

Does Ghana Immigration Service have a law called Statutory Letter of Declaration..,stating that anyone leaving Ghana for the U.S.A..,must have at least $1500 to $3000 depending on the distance,to come to the U.S.

Whoever told you this, apparently is attempting to scam you (defraud you). This is quite common internet scam.

Sounds like a line from a shopworn internet scam. I looked on the Ghana Embassy page and couldn't find it.

There may be a requirement by the U.S. Consulate that you have proof of sufficient funds in order to qualify for a visitor visa (B-1, B-2) to ensure that you return to Ghana and meet the unabandoned foreign residency requirement. Only deal with a U.S. consular official with regard to this. Contrary to the answers above, over my career with consular processing there often is a requirement that you prove you have adequate funds so that you do not remain in the U.S., become a burden on local or federal governments, etc.
