Legal Question in International Law in California

Online Car Rental Broker

I run an online car rental brokerage from the United Kingdom. I am looking to contract car rental companies here in the US.

Question: Are we as a foreign company allowed to broker a rental to US citizens on a US rental? Also, are we allowed to broker a rental to US citizens on a rental outside of the US.

This not a matter of International Law but of California local law and US Federal law. In a nutshell as long that you have acquired the right to work or to invest in the US (and California) you will be able to conduct any business including your.
