In CA can a Card Club Casino(not Idian run) force thier dealers to use thier own money $1000 to put in thier chip trays to make change for patrons

That would seem to clearly violate the spirit and the intent of the Labor Code: protection of employees. Any such employees could probably sue or file a Labor Commissioner complaint. Joining forces with the other employees and hiring an attorney would make sense. Consult local employment law counsel to discuss the actual facts.
