California law on wage cuts
Is it legal for a company in California to retroactively decrease your wages without prior notification?

Not at all. An employer generally may make unilateral changes to salary for at-will employees, but must provide notice of the change and cannot have it applied retroactively.

When you say retroactively, you mean wages for time already worked? - I would probably say no, but would have to review your employment rules and the exact situation. How many other employees facing the same problem and how much money is at issue?

Effective immediately, yes. Retroactively, no. If you were, then you can file a claim with the Labor Commissioner for that 'back' pay.
