California laws.. Terminated from job.. How long does employer have to pay me for wages? Is ther a fine if they dont?

They are supposed to pay you all wages earned on the day you are terminated. Yes, there is a penalty that applies if they willfully fail to do so, to the tune of a day's pay for every day they are late, up to a maximum of 30 days (Cal. Labor Code, section 203).

Unless the employer is a public entity. They are exempt from that provision.

Max 3 days for wages. If they don't, then file a claim at the Labor Commissioner for penalties and interest.
