I am a cashier at a restaurant & my salary paid manager is working my position & I'm not getting shifts, is this legal?

The employer determines your hours, schedule, pay, etc.
If you can't resolve this, then you can seek other employment.

You have no legal right to shifts. If you were in a union, there might be contract work rules about what class of workers can do what work, but even then it would be a subject for a union grievance, not against the law.
