The CEO of our company wants to have 15 people from mulitple levels in the organization in one room debating who should get laid off. There will be about 3 people in the room that are on the preliminary layoff list. Is this legal?

It's called participatory management, and encouraged by the business schools. Why would you think that 'empowering' and involving employees in management decisions is a bad thing? I advocate to employers that they have meetings where employees have to stand up and justify to management and their work group what they do, why they are of value to the company, and why they should be retained. The other employees get to respond and comment. If you couldn't give positive answers to those questions, you aren't an employee that the company should want working there. The employee's goal should be to keep the employer happy and make the company money. Thats how they pay your wages. Too many employees don't understand that.
