In a company provided lunchroom, in california, what is mandatory for a company to provide for food preparation & storage?

Nothing. Their only obligation is to allow and ensure you take lunch and the morning/afternoon breaks, not to provide a place or supplies to do so. Anything they provide is a 'gift' and employee relations. If a union contract provides for more than that, so be it.
