can a company require that you use your own personal cell phone for company business. I work at a newspaper in calif.

Probably, but they may have to reimburse you for the costs. They can require that you use your own car to make sales calls, your own pens to write, etc.

Sure. They should pay you something to reimburse the cost, but that is for negotiation between you and them.
