You might look into filing a claim with the Department of Labor Standards Enforcement. You may be entitled to waiting time penalties.

If you are an independent contractor, you can sue in small claims court for the money due.
If you are an employee, you can file a claim with the Labor Commissioner for unpaid wages, interest and penalties.
