County Employment as Permatemp

I have been employed as a professional for a County agency for the past 3 years, full-time for the past 2 years. I receive no benefits (no health or other insurance, no union representation, no educational reimbursement, no sick, vacation, or holiday time), but I am on a contract which is renewed annually. My supervisor and most of my coworkers are regular employees, receiving benefits. This is because they transferred in from other divisions, where they received benefits, whereas I was hired into this division directly. Is this a legal employment arrangement? Can the County be compelled to provide benefits?
