Legal Question in Employment Law in California

My daughters company has not paid her for three weeks. Can she quit her job and collect unemployment while she looks for a new job? She is 20, and a single mom and cannot afford not to get paid.

Probably. Have her talk to EDD. She can also file a claim for unpaid wages with the Labor Commissioner.
