Is it discrimination to refuse employment based on a low credit score

No, that is not an 'immutable' characteristic like race, age, sex, ethnic origin, etc, which are the protected categories under the discrimination laws. As long as you consented to having your credit checked during hiring process, you allow them to make a decision based on it.
