Legal Question in Employment Law in California
I am employed as a medical biller in a physician office. I was recently cut in hours to part time and my pay was also cut. Now they have hired another biller full time. Don't they have to first increase my hours before hiring another full time employee?

You must have yourself confused with someone in a union. As an at-will employee they can do whatever they want with your hours and pay. And you are free to quit if you don't like it.
