If my employee handbook says i am allowed to have a goatee can my manager legally force me to shave?

In my opinion, an employee handbook is like a contract between you and your employer. He should only be allowed to make you shave if it is somehow outside the scope of a "goatee". For instance, it is abnormally long in the eyes of the reasonable person, etc.
