Can an employer change an employees time card when not approved by the employee in California

They can correct errors or fraud. They should not reduce legitimate hours worked. If that is the case, and they are trying to short your hours and OT, then you have a claim against them. File such claim with the local Labor Commissioner. Hire an attorney if it goes to hearings and trial.
