Employer keeping all tips intended for carriers

I deliver newspapers for a distribution company. Tips sent in by customers to the newspaper are sent to my employer with a statement as to which route, carrier, etc. My employer does not distribute these tips to the carriers they

are intended for. When approached, he said they were for

'overhead'. Is this actionable?

You can file an unpaid wage/benefit claim with the Labor Commissioner, but how will you prove the amount of the tips sent for you? If you can, then you have a chance of recovering the tips plus interest and maybe penalty.
