Can an employer prevent me from studying during my down time at work if I work nights?

Other than break time, you are under the employer's direction and control. Just because you don't have any work to do at the moment doesn't mean you don't have to do as you are told.

If you mean on your official breaks, you can read as you please.
If you mean during lull periods, not breaks or lunch, of course the employer can demand full attention to work. That is what you are paid for.
