From an employer stand point, in California does a prospective employer have the right to ask the candidate if she is pregnant? Please advise.

That would violate the discrimination laws. Same goes for asking 'age', even though you can require a birthdate on the application.

No. Furthermore, it is unlawful to discriminate against an employee or applicant because she is pregnant or is perceived to be.
